Payne County Grand Jury Ordered To Investigate Former District Attorney Laura Thomas

A Payne County grand jury has officially been ordered to investigate former District Attorney Laura Thomas after a citizen-led petition gathered nearly three times the number of signatures required under Oklahoma law.

The investigation follows months of community concern raised by the grassroots organization Parents for Payne County, which submitted 2,452 valid petition signatures asking the court to convene a grand jury.

A Payne County judge approved the request under Payne County Case No. GJ-2026-1, setting in motion the legal process that will determine whether evidence exists to support further criminal or civil action.

The case has drawn statewide attention because of the allegations involving the handling of criminal investigations and child abuse cases during Thomas' tenure as district attorney.

It is important to note that the grand jury has been ordered to investigate allegations only. No findings have been made, and no criminal charges have resulted from the grand jury proceedings at this stage.


Payne County Grand Jury Follows Citizen Petition

The newly ordered Payne County grand jury was initiated through Oklahoma's citizen petition process.

According to court records, Parents for Payne County collected 2,452 valid signatures—well above the minimum number required to request a grand jury investigation.

Supporters of the petition have argued that the investigation is necessary to examine concerns regarding the operation of the District Attorney's Office during Laura Thomas' administration.

Among the allegations raised in the petition are claims that the office abused its authority, suppressed evidence, failed to properly investigate and prosecute crimes involving children, and obstructed lawful investigations.

Those allegations have not been proven in court and are expected to be examined as part of the grand jury process.

Special Prosecutor Will Lead Investigation

Because the investigation centers on the former Payne County District Attorney's Office, the court has ruled that former District Attorney Laura Thomas and attorneys currently serving in that office are disqualified from participating in the proceedings.

Instead, a special prosecutor will be appointed to oversee the investigation and present evidence to the grand jury.

The Payne County Court Clerk has also been directed to begin the process of summoning 99 prospective jurors for grand jury selection.

Once selected, the grand jury will have authority to hear testimony, review evidence, and determine whether additional legal action is warranted under Oklahoma law.

Community Members Encouraged To Preserve Evidence

Supporters of the petition say they are encouraging anyone who believes they may have information relevant to the Payne County grand jury investigation to preserve documentation and await instructions from the court-appointed special prosecutor.

Organizers have indicated that additional guidance regarding evidence submissions will be provided after the prosecutor is formally appointed and the grand jury is seated.

The investigation represents one of the more significant citizen-initiated grand jury proceedings in Oklahoma in recent years and is expected to receive continued public attention as the process unfolds.

Because grand jury proceedings are generally conducted in secret under Oklahoma law, many details of the investigation may remain confidential until formal findings or charges are announced, if any are ultimately filed.
