Owasso PTO Embezzlement Investigation Leads To Arrest Of Former President
An Owasso PTO embezzlement investigation has resulted in the arrest of a former Morrow Elementary Parent Teacher Organization president accused of stealing approximately $55,000 intended to benefit students and the school community. Owasso Police say Amy Hunter allegedly made hundreds of unauthorized purchases over a four-year period, with the investigation beginning after a PTO check written for new playground equipment was returned for insufficient funds.
Authorities allege the missing money came from funds raised by students, parents, and community supporters between 2020 and 2024.
Owasso PTO Embezzlement Investigation Began After Playground Check Bounced
The Owasso PTO embezzlement investigation began in January 2025 when a check written to purchase a new playground swing set could not be processed because the account lacked sufficient funds.
According to the Owasso Police Department, investigators quickly discovered irregularities in the organization's financial records and launched a detailed review of the PTO's bank accounts.
Detectives allege the investigation uncovered 978 unauthorized purchases and 39 cash withdrawals totaling more than $127,000 over a four-year period.
Following the investigation, police determined approximately $55,000 had been embezzled from the Morrow Elementary PTO.
Authorities say the unauthorized spending included purchases for hotels, travel expenses, alcohol, food, and online shopping.

Former PTO President Removed As Criminal Case Moves Forward
Investigators identified Amy Hunter, the former president of the Morrow Elementary PTO, as the primary suspect in the case.
Police say Hunter has since been removed from her leadership position within the parent organization.
The Owasso PTO embezzlement investigation ultimately led to Hunter's arrest as prosecutors begin moving the case through the criminal justice system.
In a public statement, Morrow Elementary PTO thanked investigators for their work and expressed hope that the money raised by students and families could eventually be recovered.
"We would like to express our gratitude to the Owasso Police Department for their thorough investigation into the matter," the organization said. "We are encouraged that the judicial process is moving forward and are hopeful that the funds raised by students and families can be reclaimed."
Owasso Public Schools also emphasized that no district funds were missing, stating the alleged financial losses involved only the independent parent-teacher organization.
