OBN Human Trafficking Sting Recovers Victims, Targets Crime Networks
A major OBN human trafficking sting in Broken Arrow and a separate overnight raid at a northwest Oklahoma City restaurant are part of a broader statewide effort targeting organized criminal networks involved in human trafficking, prostitution, money laundering, and illegal marijuana operations.
The Oklahoma Bureau of Narcotics (OBN)Â conducted both operations this week alongside local law enforcement partners as officials continue expanding investigations into criminal enterprises operating across Oklahoma.
Authorities say the operations focused on both victim recovery and disrupting the individuals and organizations responsible for exploitation and illegal trafficking activities.
OBN Human Trafficking Sting Recovers Four Victims
The two-day OBN human trafficking sting was conducted May 27 and 28 by the OBN Human Trafficking Unit and the Broken Arrow Police Department Special Investigations Unit.
During the first phase of the operation, investigators focused on identifying and recovering victims of commercial sexual exploitation.
Using what officials described as a victim-centered and trauma-informed approach, law enforcement successfully recovered four victims.
Authorities partnered with several advocacy organizations to provide immediate support services, including:
The Spring emergency crisis shelter
Emergency housing assistance
Counseling services
Medical care resources
OBN officials said connecting victims with support services remains a critical component of modern human trafficking investigations.
OBN Human Trafficking Sting Leads To Solicitation Arrests
The second phase of the OBN human trafficking sting shifted focus toward what investigators call a demand reduction initiative.
Rather than targeting victims, the operation focused on individuals accused of purchasing illegal sexual services.
According to the Oklahoma Bureau of Narcotics, four men were arrested and charged with solicitation of prostitution:
Joseph Emery Fusilier Jr., 52
Jared Lorenzo Hill, 42
Michael Ray Thorn, 67
Adam Wayne Colver, 43
Officials say reducing demand remains a key strategy in disrupting human trafficking networks and commercial sexual exploitation operations.
OBN Investigates Possible Organized Crime Connections In OKC Raid
Separate from the Broken Arrow operation, OBN agents executed a search warrant early Friday morning at the former Lucky Zhang Seafood Restaurant near Northwest 23rd Street and Classen Boulevard in Oklahoma City.
The operation involved the OBN Marijuana Enforcement Teams, the OBN Human Trafficking Unit, the Oklahoma City Police Department, and the Oklahoma Highway Patrol.
According to OBN Public Information Officer Mark Woodward, investigators are examining possible links between the property and a broader criminal network involving:
Black-market marijuana trafficking
Money laundering
Human trafficking activities
Multiple individuals inside the building were detained and questioned during the overnight operation.
Authorities have not announced formal arrests related to the raid.
Investigators noted the location has previously attracted law enforcement attention and was raided in 2023 following allegations involving illegal drugs and after-hours alcohol sales.
