Jury clears Haskell woman in child neglect allegations
A Muscogee Nation jury has acquitted Kaytlin Fultz, a Haskell woman accused of child neglect after leaving her foster child barefoot outside in cold weather last February.
Fultz told jurors she placed the child outside briefly to calm down after a tantrum. The child refused to wear shoes, according to testimony, leading to photos and public outcry after the incident surfaced.
DHS removed child after investigation
The Department of Human Services removed the foster child following the incident, and the local school board suspended Fultz’s teaching license during the investigation.
Her husband still faces a felony child neglect trial, and the child’s biological mother has filed a civil lawsuit against both foster parents and DHS, alleging negligence and emotional harm.
Broader implications for foster care oversight
The case reignited discussions within the Muscogee Nation about foster system accountability and training standards. Tribal officials say they will review foster care procedures and reporting requirements to ensure safety and transparency for children in care.
