Residents in Glenpool utility rate increase discussions will soon see higher monthly bills after city leaders approved a nearly 15% increase for water, sewer, and stormwater services.

The increase was approved by both the Glenpool Utility Service Authority and the Glenpool City Council and will take effect on July 1, 2026.

City officials say the adjustment is necessary to address rising operating expenses, maintain critical infrastructure, and repay debt associated with a major wastewater treatment project.

While the increase is expected to impact most households, city leaders have also created a rebate program designed to help qualifying seniors and disabled residents living on fixed incomes.

The Glenpool utility rate increase marks the first adjustment to these services since 2015.


Glenpool Utility Rate Increase Tied To Infrastructure Costs

According to city officials, the primary driver behind the Glenpool utility rate increase is a significant rise in operating and maintenance expenses.

Officials reported that utility-related costs have increased by more than 50% over the past decade.

The city is also working to finance a new $64 million wastewater treatment facility, one of the largest infrastructure projects in Glenpool's recent history.

Funding for the project includes:

  • $44 million from federal ARPA funds

  • Financing through the Oklahoma Water Resources Board

City leaders say the rate adjustment is necessary to help repay loan obligations and ensure the long-term stability of the utility system.

Without the increase, officials warned that utility operations could begin facing budget deficits within the next several years.

The average residential customer is expected to see approximately $13 in additional monthly costs once the increase takes effect.


Rebate Program Created For Fixed-Income Residents

To offset some of the impact of the Glenpool utility rate increase, city officials have launched a new Utility Rate Rebate Program.

The program provides a monthly credit for qualifying residential customers.

Eligible participants may receive:

  • A $5 monthly utility bill credit

  • Ongoing assistance beginning with July billing cycles

  • Continued eligibility through the city application process

According to city officials, the rebate is primarily available to:

  • Seniors living on fixed incomes

  • Disabled residents living on fixed incomes

Applicants must submit required documentation to the Water Department by the 10th of each month to receive the credit during the following billing cycle.

Officials encourage residents to apply as early as possible to avoid delays.


City Says Rates Remain Competitive In Tulsa Metro

Despite the Glenpool utility rate increase, city leaders maintain local utility rates will remain among the lowest in the Tulsa metropolitan area.
