Alva Police Officer and Wife Arrested in Elderly Exploitation Case

An Alva Police Department officer and his wife have been arrested following an investigation into the alleged financial exploitation of an 82-year-old man in northwest Oklahoma.

Andrew McVicker and Abbigale McVicker were arrested Saturday after investigators with the Oklahoma State Bureau of Investigation alleged the couple improperly used the elderly man's money after moving into his home and gaining access to his finances.

Investigators estimate more than $74,000 was taken or improperly used, including thousands of dollars in cash withdrawals and transfers. Andrew McVicker has been placed on administrative leave from the Alva Police Department while the criminal case continues.

The charges are allegations. Andrew and Abbigale McVicker are presumed innocent unless and until proven guilty in court.

Alva Police Officer and Wife Arrested After OSBI Investigation

The investigation began after Oklahoma Human Services Adult Protective Services received information about possible financial exploitation involving an 82-year-old Alva resident.

According to investigators, the McVickers moved into the man's home in 2023. Andrew McVicker was later added to the man's bank accounts and granted power of attorney, giving him significant access to the man's finances.

The case was eventually referred to the Woods County District Attorney's Office and the OSBI for further investigation.

The Oklahoma State Bureau of Investigation assists local law enforcement agencies and prosecutors with criminal investigations throughout Oklahoma.

Investigators allege Andrew McVicker withdrew approximately $15,900 from the victim's bank accounts between April 2025 and May 2026.

Authorities also allege approximately $25,000 was transferred through Cash App to Abbigale McVicker between January 2024 and March 2026 without the man's knowledge or consent.

OSBI Says More Than $74,000 Was Taken From Elderly Alva Man

Investigators say the alleged financial activity went beyond the cash withdrawals and electronic transfers identified in the case.

The OSBI estimates the total alleged financial exploitation and neglect exceeded $74,000.

Under Oklahoma law governing exploitation of elderly people and disabled adults, exploitation can include improperly obtaining or using an elderly person's money, assets or property through deception or intimidation for the benefit of someone other than the elderly person.

The investigation resulted in warrants being issued for Andrew and Abbigale McVicker on August 28.

The couple was arrested the following day by the Enid Police Department and booked into the Garfield County Detention Facility on complaints involving exploitation of an elderly person and conspiracy.

The Alva Police Department subsequently placed Andrew McVicker on administrative leave pending the outcome of the investigation.

Oklahoma Adult Protective Services Helped Trigger Investigation

The case also highlights the role of Adult Protective Services in investigating suspected abuse, neglect and financial exploitation involving vulnerable adults.

The Oklahoma Human Services Adult Protective Services program investigates reports involving vulnerable adults who may be experiencing abuse, neglect or exploitation. Oklahoma Human Services defines exploitation as the improper use of a vulnerable adult or that person's resources for another person's profit or advantage.

Oklahoma Human Services says suspected elder abuse, neglect or financial exploitation can be reported through Adult Protective Services or by calling the statewide Abuse and Neglect Hotline at 1-800-522-3511.

The criminal investigation involving the McVickers remains ongoing as the case moves through the Woods County court system.

Authorities have not announced a final disposition in the case, and the allegations against both defendants will have to be proven in court.
