The proposal gained momentum after a widely reported protest disrupted a church service in Minnesota. Lawmakers cited concerns about safety and the rights of congregations to worship without interference.

The U.S. Department of Justice has previously noted that disruptions targeting religious gatherings may violate federal protections under civil rights statutes.


Debate centers on balancing protest rights and religious freedom

Legal experts say states must balance free speech protections with laws designed to prevent harassment or intimidation during worship. Advocacy groups such as the First Amendment Center emphasize that both religious liberty and protest rights are protected under the Constitution.
