Vinita Man Sentenced to 30 Years in Federal Prison for Raping 16-Year-Old Girl

A Vinita man has been sentenced to 30 years in federal prison after a jury convicted him of raping a 16-year-old girl in Indian Country.

U.S. District Judge John F. Heil III sentenced Garret Lee Monroe, 38, to 360 months in prison followed by lifetime supervised release. Monroe will also be required to register as a sex offender following his release.

Vinita Man Sentenced to 30 Years for Sexual Assault

Monroe was convicted by a federal jury in April of Aggravated Sexual Abuse by Force in Indian Country.

According to the U.S. Attorney’s Office for the Northern District of Oklahoma, the case began in November 2025 when Vinita Police officers responded to a report of a fight.

When officers arrived, they separated Monroe and another man. The man told investigators that the 16-year-old victim had contacted him and asked him to return home because something bad had happened.

The victim reported that Monroe had strangled her, sexually assaulted her and threatened to kill her. The man confronted Monroe, leading to the fight that brought police to the scene.

During the federal trial, the victim testified that Monroe woke her during the night by covering her mouth and strangling her. She told jurors she could not breathe and believed she was going to die.

Evidence presented at trial showed Monroe threatened the teenager with a knife before sexually assaulting her.

Prosecutors said Monroe later offered the victim money in exchange for not reporting the assault.

The U.S. Attorney’s Office for the Northern District of Oklahoma prosecutes federal crimes throughout northeastern Oklahoma, including qualifying offenses committed in Indian Country.

DNA Evidence and Victim Testimony Presented at Federal Trial

A sexual assault nurse testified about the examination performed after the attack and the injuries documented during that examination.

Jurors were shown photographs of injuries to the victim’s neck and face, including evidence prosecutors said was consistent with strangulation.

The nurse also collected DNA evidence that was submitted for testing.

An Oklahoma State Bureau of Investigation DNA expert testified that swabs collected from the teenager contained DNA matching both the victim and Monroe.

U.S. Attorney Christopher J. Nassar credited the victim’s testimony and the work of investigators and prosecutors with securing the conviction.

FBI Oklahoma City Special Agent in Charge Doug Goodwater also said the victim’s testimony was critical to the case and the resulting sentence.

The Federal Bureau of Investigation investigated the case along with the Vinita Police Department, Oklahoma State Bureau of Investigation and Tulsa Police Department.

Assistant U.S. Attorneys Stacey Todd and Blithe Cravens prosecuted the case.

Federal Court Records Detail Monroe’s Prior Criminal History

Federal prosecutors said Monroe was already a convicted felon with a history of serious criminal offenses before the 2025 attack.

Court records cited by prosecutors show previous convictions including assault and battery on an officer, assault and battery with a deadly weapon and robbery.

Monroe received a 20-year sentence for robbery in 2007, with 16 years initially suspended. After failing to comply with the conditions of his release, his sentence was revoked.

Prosecutors said Monroe ultimately served more than 14 years in prison and had been released approximately seven months before the sexual assault.

Monroe is a citizen of the Northern Arapaho Tribe of Wyoming. He will remain in custody while awaiting transfer to the U.S. Bureau of Prisons.

The case was prosecuted as part of Project Safe Childhood, a U.S. Department of Justice initiative that coordinates federal, state, local and tribal resources to investigate and prosecute child sexual exploitation and abuse cases.

The 30-year federal sentence will be followed by lifetime supervised release, and Monroe will be required to register as a sex offender.
