Tulsa Police End Deadly Hostage Situation

A suspect is dead after a domestic violence call turned into a standoff and officer-involved shooting in Tulsa on Saturday, November 8. Tulsa Police said the hours-long crisis unfolded near West 21st Street and Route 66 after a woman reported that her boyfriend, identified as Scott Forrest, was threatening her with a firearm and refusing to let her leave their apartment.


Victim Held at Gunpoint

Investigators said the victim told dispatchers that Forrest had assaulted her earlier in the day and was armed with a .40 caliber pistol. When officers arrived, they could hear both voices inside but received no cooperation. Despite multiple commands, Forrest refused to come out or release the hostage.

At 12:35 p.m., officers heard a gunshot from inside. As police tried to enter, Forrest fired three rounds through the wall — one caused wood shrapnel injuries to an officer’s face, and two struck a ballistic shield held by another. Officers pulled back and called for the Special Operations Team while maintaining a secure perimeter.


Negotiations Fail, SWAT Takes Action

Throughout the standoff, dispatch received messages and calls suggesting Forrest intended to harm the victim and himself. The victim later confirmed she was being held at gunpoint and feared for her life. After several hours of negotiation with no progress, Forrest appeared at a window holding a pistol. Members of the Tulsa Police Special Operations Team fired, striking him as another entry team breached the apartment and rescued the hostage unharmed.


Investigation Underway

Forrest died at the scene. The officers involved have been placed on administrative leave per department policy. Tulsa Police said all information will be reviewed by the Tulsa County District Attorney’s Office.
