Oklahoma AI chatbot bill passes committee

An Oklahoma AI chatbot bill designed to protect minors from harmful artificial intelligence interactions is moving forward at the State Capitol.

Senate Bill 1521, authored by State Sen. Warren Hamilton, passed the Senate Technology and Telecommunications Committee on February 19, 2026, by a unanimous 8-0 vote, according to Oklahoma Senate.

The legislation targets what lawmakers call “predatory” chatbot features that could expose minors to psychological harm or exploitation.

Oklahoma AI chatbot bill adds safeguards

The measure requires developers to implement age verification, including validating a state-issued ID instead of relying on self-reported age.

It also bans AI chatbots that encourage minors to engage in sexually explicit content, suicide, self-harm, or violence.

Developers must disclose users are interacting with AI and freeze accounts until age is verified, as outlined in SB 1521 legislative documents.

Violations could bring civil penalties of up to $100,000 per incident.


Youth safety concerns driving legislation

Lawmakers say the bill follows national concerns about teens forming emotional attachments to AI, highlighted by CDC youth mental health data.

“These measures are essential to safeguarding Oklahoma youth from AI content that puts their safety at risk,” Hamilton said.

The bill now heads to the full Senate for consideration.
