The contract approved by the board to allow the nation’s first taxpayer-funded religious charter school to begin operations lacks the signature of Board Chairman Robert Franklin and Catholic leaders as well.


Speaking to the Tulsa World, Franklin said signing the document would mean violating his oath of office.
