Guthrie Man Arrested Following OSBI Child Exploitation Investigation

A Guthrie man is facing multiple felony complaints after an investigation by the Oklahoma State Bureau of Investigation's Internet Crimes Against Children (ICAC) Unit allegedly uncovered child sexual abuse material on electronic devices seized from his home.

According to the OSBI, 48-year-old Randy Guinan was arrested Thursday after agents executed a search warrant at his Guthrie residence. Investigators say the case began with an online investigation that ultimately led authorities to files allegedly linked to Guinan.

Guthrie Man Arrested After OSBI ICAC Investigation

The Oklahoma State Bureau of Investigation said the investigation began on July 12, 2026, when special agents assigned to the Internet Crimes Against Children (ICAC) Unit initiated an online investigation into suspected child sexual abuse material.

During that investigation, agents reportedly located multiple images and videos believed to contain child sexual abuse material. Authorities say investigators were able to identify the online account associated with the files as belonging to Randy Guinan, a resident of Guthrie.

On August 6, OSBI ICAC agents, assisted by the Guthrie Police Department and the Lincoln County Sheriff's Office, executed a search warrant at Guinan's residence.

According to investigators, multiple electronic devices were seized during the search. After examining those devices, agents reported finding additional images containing alleged child sexual abuse material.

The investigation resulted in Guinan's arrest on complaints of Child Sexual Exploitation, Possession of Child Sexual Abuse Material, and Violation of the Oklahoma Computer Crimes Act.

Guthrie Man Arrested On Multiple Felony Complaints

Following the search, Randy Guinan was booked into the Logan County Jail, where he remains accused of multiple felony offenses stemming from the investigation.

The OSBI credited both the Guthrie Police Department and the Lincoln County Sheriff's Office for assisting agents during the execution of the search warrant and subsequent arrest.

The agency also emphasized that investigations involving online child exploitation remain one of the highest priorities for the Internet Crimes Against Children Task Force, which works with local, state and federal law enforcement agencies to identify victims and investigate offenders throughout Oklahoma.

Investigation Continues As Case Moves Through The Courts

The Oklahoma State Bureau of Investigation said the investigation remains active, and additional forensic analysis of the electronic devices seized during the search may continue as the case proceeds through the criminal justice system.

As with all criminal cases, the allegations contained in the arrest affidavit have not been proven in court.

The OSBI reminds the public that criminal charges are allegations only, and Randy Guinan is presumed innocent unless and until proven guilty in a court of law.
