Clemency denied for death row inmate Raymond Johnson

The Raymond Johnson clemency denied Oklahoma decision was made unanimously by the Oklahoma Pardon and Parole Board.

According to The Oklahoman, the board voted 5-0 on April 8, 2026, to deny clemency for Johnson.

The ruling means his execution will move forward as scheduled on May 14 at the Oklahoma State Penitentiary McAlester.

Under state law, Governor Kevin Stitt cannot grant clemency unless it is first recommended by the board.


Hearing included statements from Johnson and victims’ family

During the Oklahoma Pardon and Parole Board clemency hearing, Johnson addressed the board and expressed remorse for his actions.

He asked for mercy, stating he wanted the opportunity to continue on a path of redemption.

Opposition to clemency came from Attorney General Gentner Drummond, who urged the board to deny the request.

Prosecutors also pointed to Johnson’s prior criminal history, including a manslaughter conviction, which was discussed during the hearing.

Family members of the victims, including relatives of Brooke Whitaker, spoke before the board and asked for justice and finality.


2007 murders remain central to case

Court records show Johnson attacked Whitaker inside her Tulsa home in 2007.

Authorities say he struck her multiple times with a hammer before setting the home on fire while she and her infant daughter were inside.
