Oklahoma Lawmakers Override Sweepstakes Casino Veto

Oklahoma lawmakers have officially overridden Governor Kevin Stitt’s veto of Senate Bill 1589, meaning the new sweepstakes casino ban will now become law without the governor’s signature.

The override followed overwhelming support for the legislation during the original voting process, including a unanimous 48-0 Senate vote and a 65-21 House vote.

With the successful override, the new sweepstakes casino ban is now scheduled to take effect November 1.

Lawmakers say the legislation targets unregulated online sweepstakes casinos operating digital slot machines, poker games, roulette, and similar gambling-style systems using dual-currency structures.

Sweepstakes Casino Ban Targets Operators

The new sweepstakes casino ban does not criminalize individual users or players accessing online gaming platforms.

Instead, the legislation specifically targets operators, promoters, gaming suppliers, media affiliates, geolocation providers, and companies supporting illegal sweepstakes gaming operations.

According to the official Oklahoma State Legislature bill language, violations may carry misdemeanor-level penalties including fines ranging from $500 to $2,000 and possible jail time of up to 30 days.

Lawmakers argued the legislation was necessary to address rapidly expanding online gambling operations operating outside Oklahoma’s regulated tribal gaming framework.

Governor Kevin Stitt Opposed Sweepstakes Casino Ban

Governor Kevin Stitt originally vetoed the sweepstakes casino ban, arguing the legislation was overly broad and could unintentionally impact ordinary smartphone apps, promotional retail games, and business innovation.

In his veto message, Stitt expressed concerns that vague wording might create legal uncertainty involving digital entertainment and promotional marketing tools.

Despite those objections, lawmakers moved quickly to override the veto before the legislative session deadline.

According to the Oklahoma Governor’s Office, the governor maintained concerns about the potential scope of the bill even after the override effort gained momentum.

Tribal Gaming Protections Included

The sweepstakes casino ban specifically exempts gaming operations run by Oklahoma tribes operating under federal tribal gaming law and existing state gaming compacts.

According to the Indian Gaming Regulatory Act, federally recognized tribal gaming operations maintain separate regulatory protections and oversight structures.

Supporters of Senate Bill 1589 argued the measure helps preserve Oklahoma’s regulated gaming system while limiting unregulated online gambling expansion.

Additional enforcement details and implementation guidance connected to the sweepstakes casino ban are expected before the law officially takes effect November 1.
