A new Oklahoma immigration verification order signed by Governor Kevin Stitt will require stricter immigration-status checks for several taxpayer-funded public assistance programs across the state.

The executive order, signed May 6, directs state agencies to verify legal presence in the United States before benefits are issued through programs including SNAP, TANF, and Medicaid.

Governor Stitt said the move is intended to ensure public assistance benefits are provided only to individuals legally eligible to receive them.

The new Oklahoma immigration verification order specifically applies to several major public assistance programs.

Under the order, the Oklahoma Department of Human Services and the Oklahoma Health Care Authority must use the federal Systematic Alien Verification for Entitlements (SAVE) database to confirm immigration status.

Programs affected include:

• Supplemental Nutrition Assistance Program (SNAP)

• Temporary Assistance for Needy Families (TANF)

• Medicaid, including SoonerCare

The order took effect immediately upon signing.

The Oklahoma immigration verification order comes after related legislation failed to advance through the Oklahoma Senate.

House Speaker Kyle Hilbert had previously pushed two measures known as the SECURE Act bills, House Bills 4422 and 4423, which would have established similar verification requirements in state law.

Both bills passed the House with strong support but stalled in the Senate after concerns were raised about possible unintended impacts on families with U.S.-born children.

Legislation and executive actions involving public assistance programs are tracked through the Oklahoma Legislature.

Supporters of the Oklahoma immigration verification order say the changes strengthen accountability and ensure taxpayer-funded programs are properly administered.

However, opponents argue the policy could discourage eligible families from seeking medical care or assistance for children who legally qualify for benefits.

Senate Democratic Leader Julia Kirt criticized the move, saying programs like SoonerCare already include verification requirements.

Medicaid administration and eligibility oversight in Oklahoma are handled through the Oklahoma Health Care Authority.
