Mental Health Suit Close TO Settlement

The federal judge hearing a lawsuit against the State mental Health department has given provisional approval of a settlement.  The case involves jail inmates who are poor and with severe mental illness being left locked up for months instead of receiving the court ordered treatment they need.  The mental health agency and the governor oppose the settlement.
