Lawmakers Question Where Oklahoma Lottery Revenue Is Going
State lawmakers are taking a closer look at Oklahoma Lottery revenue during the first budget hearing of the year, asking how much money is actually reaching classrooms.
The discussion came during a House Appropriations and Budget Committee hearing as agencies outlined how state dollars are collected and distributed.
Oklahoma Lottery Revenue Explained to Lawmakers
Oklahoma Lottery Commission Executive Director Jay Fink told legislators the lottery generated $305 million in revenue last fiscal year.
Of that amount, $73 million went directly to education, including funding for the Teacher Empowerment Program, which offers matching funds to school districts that increase teacher pay.
Fink explained that lottery revenue has remained steady as ticket sales continue to rise, particularly during large national jackpot games.
Why Lawmakers Are Asking More Questions
Several lawmakers questioned why only 110 school districts have taken advantage of the Teacher Empowerment Program despite millions being available.
Legislators expressed concern that districts may be struggling to meet the matching requirements or are unaware of how to access the funds. Lawmakers said understanding where lottery dollars go is essential as education funding remains a top priority.
Budget Transparency a Key Focus
Committee members emphasized the need for clear reporting on how Oklahoma Lottery revenue supports education outcomes, especially as agencies prepare for the 2026 legislative session.
Lawmakers said the discussion will continue as additional budget hearings are held in the coming weeks.
