Delaware County Jail Employees Fired After Misconduct Allegations
Two Delaware County Sheriff’s employees have been fired and now face criminal charges after alleged sexual misconduct with an inmate.
Former jailer Rebecca Chalakee and former interim jail administrator Joseph Quigly are accused of violating professional and legal standards.
Allegations of Sexual Misconduct and Cover-Up
Investigators allege Chalakee engaged in sexual activity with an inmate inside the county jail. Prosecutors claim Quigly later attempted to cover up the misconduct instead of reporting it.
Both face arraignment in Delaware County Court. Chalakee is charged with sexual misconduct, while Quigly faces a charge of attempting to cover up a crime.
Sheriff’s officials say the department acted quickly after receiving internal complaints. Both employees were terminated immediately following the investigation.
Community and Legal Response
Local leaders called the case “deeply troubling” and promised transparency as proceedings move forward.
The Delaware County District Attorney’s Office emphasized that “no one is above the law.”
The Oklahoma State Bureau of Investigation provided technical assistance in reviewing surveillance footage and interview evidence.
Citizens have expressed outrage on social media, demanding reforms and improved oversight within rural detention facilities. County commissioners plan to review policies for staff training and inmate protection.
Broader Accountability in Oklahoma Jails
Advocates for inmate rights say the incident reflects ongoing concerns about misconduct in small-county jails. They are calling for increased staffing and independent audits to restore public trust.
The arraignments are expected later this month. Court officials say additional charges may follow as evidence develops.
