conoco-phillips seeks to overturn a drilling rule

Conoco-Phillips is suing the U.S. Interior Department over a new rule that restricts drilling activity on a large portion of National Petroleum Reserve in Alaska.  The oil company and the North Slope Borough regional Government cite a recent ruling from the U.S. Supreme Court that now limits federal agency rule making.
