bill for spay and neutering program advances

A house subcommittee advances a bill creating a pilot program to assist communities with spay and neutering.  Sponsor Mickey Dollens says HB1046 addresses a problem in many communities. Dollens says it would take 250-thousand dollars to launch the program which he anticipates will have a positive return on investment. The bill goes to the house floor for consideration.
