Striking, shoving, or otherwise physically resisting a retail store employee while shoplifting or stealing something from a retail outlet would be a felony under a bill approved in a House Committee. The bill won approval over objections that prisons are already overcrowded. If finally approved, the bill would apply to anyone, including minors.
